A copy of the proposal can be found below, the highlight of which is the section where it states:

(The Sangguniang Panlalawigan) fully supports “the implementation of Martial Law in Mindanao, in the hope of finally ending the terroristic activities of the Maute group and Abu Sayyaf. We are fully aware and anxious of the fact that precious lives could be lost, valuable properties destroyed and some basic rights of individuals delimited, in this fight against lawless violence and rebellion, but we are also cognizant of the fact that there is always a price to pay in the pursuit of lasting and enduring peace.

Meanwhile, Beltran also sent this to Bukidnon Online:

The resolution sends the sentiments to the president, congress of both houses, Sc, DND sec, Afp and Pnp chiefs, that the provincial representatives of the people from bukidnon are unanimous in giving our vote of approval to the implementation of martial law to attain peace and security to the mindanaons. Checkpoints have been installed , that means security is heightened..lockdowns are understandably done in the peripheral provinces adjacent to marawi city. In bukidnon, curfew for all ages was imposed yesterday, from 10pm to 4a.m in valencia city. No curfews yet in other Lgus. No lockdown yet in any part in bukidnon, but security is heightened thru checkpoints…we want to playdown the effect of martial law as very much different from the martial law era of marcos. We are willing to sacrifice a little of our liberty of movement in exchange for the attainment of peace in mindanao.
