Why did outgoing Bukidnon congressman Candido Pancrudo donate P6.5M to an office in CDO?

Why did outgoing Bukidnon First District Congressman Candido Pancrudo, Jr. donate quite a hefty sum to the regional office of the Department of Social Welfare and Development?
Cagayan de Oro City (16 June) — The lawmaker of the First District in the province Bukidnon has left a legacy to the Department of Social Welfare and Development in region 10.
Congressman Candido P. Pancrudo, Jr, donated an amount of P6.5 Million for the expansion and improvement of buildings of the social welfare department.
From his Priority Development Assistance Fund (PDAF), Pancrudo’s donation will be broken down for the construction of a multi-purpose covered court which will cost 2.5 million and the P4 Million will be used for the completion of the Regional Study Center for Children (RSCC) which will arise beside the Home for Girls building located in the DSWD-X office premises.
The multi-purpose covered court is intended for the clients of the DSWD-X within its compound and also for sports activities of the staff.
More questions come to mind:
Is it legal to take such an amount from a congressman’s PDAF to fund something that won’t directly affect his constituents?
Did the Provincial Social Welfare and Development Office also receive the same (or even more) money from Pancrudo? (We’re seriously hoping they did!)
Was it more feasible at the time to donate the money to the regional office instead of allocating it for projects in the first district of Bukidnon?
How do the people at the Bukidnon first district feel about this?
Ah…questions that beg for answers!
