Rebels want comrades in exchange for abducted prisoners

So it seems now the alleged communist rebels who snatched the Bukidnon jail officers want a barter. In exchange for the prisoners, they want a few of their comrades who are currently detained in jail to be released.
Should the Bureau of Jail Management and Penology accommodate this offer?
News reports now say that the abductors, allegedly members of the New People’s Army or the NPA, now want a “prisoner swap” of sorts. They release the jail officers, authorities release rebels.
This issue is so sensitive that Chief Supt. Dionisio Mamaril of BJMP national headquarters in Manila even personally went to Bukidnon for the negotiation.
So the big question now is…should the government listen to the rebels?
