Kaamulan Festival 2026: No drones, no giving to beggars etc
The Kaamulan Festival is one of Mindanao’s most celebrated ethnic, cultural events, and the Provincial Government of Bukidnon wants to make sure everyone has a safe, clean, and enjoyable experience. Before you head to Kaamulan Park, here’s a quick rundown of the official do’s and don’ts under Executive Order No. 10, Series of 2026.
Kaamulan 2026 DO’S
- Practice “Clean As You Go” (CLAYGO). Always clean up after yourself. Candy wrappers, cigarette butts, food packaging — none of these belong on the ground.
- Make sure concessionaires bring a fire extinguisher. At least a 10 lbs unit is required in every booth, in compliance with R.A. 9514.
- Supervise your children at all times, especially during major events. Kids 18 and below must be off public areas by 10:00 PM.
- Follow traffic and transportation rules under the Malaybalay City Land Transportation & Traffic Management Code.
- Stay in designated areas — whether you’re a vendor, visitor, or concessionaire.

Kaamulan 2026 DON’TS
- Don’t litter. Malaybalay City Ordinance No. 1040 strictly prohibits throwing any waste in public places and waterways.
- Don’t drink alcohol in public areas — streets, sidewalks, parks, and parking lots are off-limits for alcohol consumption, except inside concessionaire booths (Ordinance No. 908-2019).
- Don’t sell or bring hard liquor (whisky, gin, rum, brandy, tequila, vodka, etc.) inside Kaamulan Park. Only beer in cans is permitted for concessionaires.
- Don’t smoke or vape outside of designated smoking areas. Selling tobacco or e-cigarettes to minors is also strictly prohibited (Ordinance No. 885 s. 2017).
- Don’t set up tents, canopies, or hammocks inside the park. Picnic mats are also not allowed inside the Capitol Grounds during major events.
- Don’t fly drones or aerial equipment within the Kaamulan Capitol Grounds and along affected portions of Sayre Highway during street dancing, competitions, and other major events.
- Don’t give alms to beggars or assist minors being used for mendicancy in public areas — this is penalized under Presidential Decree No. 1563.
- Don’t bring children 5 years old and below to major events. The province strongly discourages this for safety reasons.
- Don’t vend anywhere inside the park unless you are an authorized vendor in a designated area. Repeat offenders risk having their goods confiscated and being banned from the park for the rest of the festival.
